Summoning Circle
No levels and nothing to pay: it is built once and stays as it is.
Stands in the city like the rest, and is the one building that never levels up. It is where scrolls and keys are spent: Summoning Scrolls and Elite Summoning Scrolls to summon captains, and Artifact Summoning Keys for artifact fragments, Artifact Experience or assorted materials.
Free draws come round on a clock. The common summon gives five free attempts every 20 hours, five minutes apart; the elite gives one free every 20 hours, and elite scrolls can be spent ten at a time.
What an Elite Summoning Scroll pays
An Elite Summoning Scroll always pays captain fragments — there is no empty draw. What changes is whose, and how many.

The rarity decides the pool, and the pool decides your odds of the captain you actually want. A rare is one of 6; a legendary, one of 5.

The game publishes the odds by rarity, not by captain. The table below splits each rarity's share evenly among the captains of that rarity in the circle.
